10k <br /> DRAFT PLANNING BOARD MINUTES 28 <br /> • <br /> A special meeting ..was set for May 13, 1986 to <br /> complete subdivision applications. <br /> MOTION: Shanklin moved to delete Baldwin Road connection <br /> from condition #7. Seconded by Yuhasz. <br /> VOTE: Unanimous. <br /> MOTION: Shanklin moved to reduce the 411 paved cross <br /> section to 371 . Seconded by Yuhasz. <br /> Shanklin noted he favored the reduction due to a <br /> • statement made by Don Cox at the public hearing in <br /> reference to water, infiltration. Yuhasz noted <br /> this would also discourage through traffic. <br /> VOTE: 8 in favor. <br /> 3 opposed (Hubbard, Kizer, Best) . <br /> MOTION: Shanklin moved approval of condition #8. Seconded <br /> by Walters. <br /> VOTE: Unanimous. <br /> MOTION: Shanklin moved approval of condition #9. Seconded <br /> by Kizer. <br /> Pilkey referred to the statement by Don Cox that <br /> curb and gutter would allow more runoff . Kizer <br /> noted that he felt the curb and gutter would allow <br /> the opportunity to channel the runoff in an area <br /> he considers to be more urban. Yuhasz felt it was <br /> better not to have curb and gutter since there is <br /> no stormwater drainage system in the area. Jacobs <br /> noted that Dr. Moreau, UNC Water Resources, also <br /> expressed a serious concern about the use of curb <br /> and gutter. Best noted that curb and gutter has <br /> uses other than runoff . It aids in lower road <br /> maintenance. <br /> VOTE: 5 in favor (Kizer, Hubbard, Kramer, Best, Jacobs) . <br /> 6 opposed (Shanklin, Yuhasz, Lewis, Pilkey, <br /> Margison, Walters) . <br /> Adjournment time was reached. <br /> MOTION: Pilkey moved to continue the meeting for <br /> completion of Scotswood. Seconded by Shanklin. <br /> VOTE: Unanimous. <br /> Collins informed the Board If curb and gutter <br /> condition is deleted, condition #10 (sidewalks) <br />
