Seconded by Lewis. <br /> Smith informed the Board that she felt perhaps <br /> they wished to affirm or re-affirm their past <br /> decision on this finding. <br /> VOTE: Unanimous. <br /> MOTION: Walters moved positive findings on 8.2.4b) <br /> (police/fire services) . Seconded by Shanklin. <br /> VOTE: Unanimous. <br /> MOTION: Shanklin moved positive findings on 8.2.4c) <br /> (Vehicular access) . Seconded by Walters. <br /> Kramer stated that he was not convinced of traffic <br /> safety. Shanklin responded that NCDOT will not <br /> respond to a deficiency until a deficiency exists. <br /> Yuhasz noted that he felt the improvements <br /> proposed by the developer will help alleviate the <br /> problems which exist now on US 70. <br /> Kramer indicated that the argument as to "what is <br /> the applicant responsible for" is a tough argument <br /> He cited Commissioner Marshall 's argument <br /> regarding local governments responsibility for the <br /> future. Shanklin responded that NCDOT will not <br /> act unless a deficiency exists. He added that <br /> thinking men would like to have the road first. <br /> Best commented that the monies for construction <br /> must be generated first. Yuhasz inquired from <br /> what sources these benefits would come citing the <br /> benefits to the public from the development of <br /> this project. Lewis concurred with Yuhasz noting <br /> that the developer had made a committment to road <br /> improvements which would benefit the area. Yuhasz <br /> commented that the development process has to some <br /> extent focused interest on US 70. <br /> Hubbard expressed concern that we are "putting the <br /> cart before the horse" . He added that <br /> infrastructure needs to be in place first. <br /> Kizer cited Watkins statement of NCDOT policy <br /> regarding road improvements as presented at the <br /> public hearing. <br /> Kramer called the question. <br /> VOTE: 5 In favor.
