The Planning Board recommended denial of the planned development rezoning request and issuance of a Class A Special Use Permit at its February 4, 1986 meeting, The Planning Staff again recommends approval of the planned development rezoning request and issuance of. a Class A Special Use Permit with attached conditions of approval . Smith reviewed the traffic and water usage impacts table. Smith noted that at no point on the table did the Scotswood development exceed the capacity of the roads in question according to information received from NCDOT. She noted that the water issue is affected by the agreement with the City of Burlington and the State proposed phasing plan. Pilkey presented a statement included on page of these minutes. Walters inquired the approximate number of units approved for Wildwood . Smith responded over 150. Walters noted that Wildwood had come in "hodge- podge" with limited control and Scotswood is coming in total with planned development and with the Boards being able to exercise control . Best responded that planned development is "the way to go", but that the content is what is in question. Lewis responded that density does have an Impact. He also noted that density has an impact on affordability as well . Walters continued that the opportunity is available to become a "mobile home community" and he would much prefer "affordable" housing rather than mobile homes. The Board reviewed the "Findings" related to the Scotswood application. MOTION: . Kizer moved positive findings on the Application Components. Seconded by Pilkey. VOTE: 10 in favor. Shanklin out of the room during this vote.
