.. 10' <br /> DRAFT PLANNING BOARD MINUTES 22 <br /> The Planning Staff recommended approval of the <br /> planned development rezoning request and issuance <br /> of a Class A Special Use Permit with thirty-eight <br /> (38) conditions of approval at the February 4, <br /> 1986 Planning Board meeting. <br /> The Planning Board recommended denial of the <br /> planned development rezoning request and issuance <br /> of a Class A Special Use Permit at its February 4, <br /> 1986 meeting, <br /> The Planning Staff again recommends approval of <br /> the planned development rezoning request and <br /> issuance of. a Class A Special Use Permit with <br /> attached conditions of approval . <br /> Smith reviewed the traffic and water usage impacts <br /> table. Smith noted that at no point on the table <br /> did the Scotswood development exceed the capacity <br /> of the roads in question according to information <br /> received from NCDOT. She noted that the water <br /> issue is affected by the agreement with the City <br /> of Burlington and the State proposed phasing plan. <br /> Pilkey presented a statement included on page <br /> of these minutes. <br /> Walters inquired the approximate number of units <br /> approved for Wildwood . Smith responded over 150. <br /> Walters noted that Wildwood had come in "hodge- <br /> podge" with limited control and Scotswood is <br /> coming in total with planned development and with <br /> the Boards being able to exercise control . Best <br /> responded that planned development is "the way to <br /> go", but that the content is what is in question. <br /> Lewis responded that density does have an Impact. <br /> He also noted that density has an impact on <br /> affordability as well . Walters continued that the <br /> opportunity is available to become a "mobile home <br /> community" and he would much prefer "affordable" <br /> housing rather than mobile homes. <br /> The Board reviewed the "Findings" related to the <br /> Scotswood application. <br /> MOTION: . Kizer moved positive findings on the Application <br /> Components. Seconded by Pilkey. <br /> VOTE: 10 in favor. <br /> Shanklin out of the room during this vote. <br />
