Commissioner Marshall identified two concepts to consider: 1 ) <br /> over-commitment and 2) phasing of the project. She cited the <br /> Chapel Hill example that if a project does not build-out a <br /> certain phase within the stated timeframe then it drops to <br /> the bottom of the list. <br /> Jacobs supported the phasing concept and its use to regulate <br /> growth. He also supported the development of impact fees. <br /> Commissioner Walker felt the latter represented double <br /> taxation just to discourage growth. Commissioner Willhoit <br /> countered that impact fees serve as a way to finance <br /> infrastructure. <br /> The meeting ended at 10:00 pm. <br />
