DEAPR staff will work with the County Attorney and <br /> Risk Manager with the anticipation of having signs posted by fall or early winter. Some <br /> locations may not be appropriate for public access because they pose hazards (known or <br /> unknown) or they are being used for special purposes, such as the Neville Tract (Eubanks <br /> Road) that is used for soil excavation and storage associated with landfill operations, and the <br /> future Northeast District park property (Schley Road) that is leased for agricultural use by the <br /> adjacent farm operation. <br /> David Stancil put the map in the Board's packet on the screen, and reviewed a <br /> PowerPoint presentation for the Board's discussion, noting that a list of these properties, etc., <br /> is in the agenda packet. He said staff did discover that more signage is needed whether public <br /> access is opened or not. He said there are three categories: <br /> - places where there is an open park/facilities/amenities, and signage exists. Here the public <br /> is invited, and there are operational and maintenance costs <br /> - properties are land banked for future use, but are being accessed by the public. Here <br /> acknowledgement of the use needs to occur, and signage prepared <br /> - land where public access is not recommended <br /> David Stancil asked the Board for its thoughts on these properties. <br /> Commissioner Rich asked if there is a process to manage the lands that are being <br /> accessed by the public that do not have signage, and are not recommended for public access. <br /> David Stancil said staff will likely recommend "at your own risk" signage on properties <br /> such as this. He said this signage should point out what the public can expect to encounter on <br /> such lands, such as barbed wire, abandoned house, etc. He said personnel and maintenance <br /> will not be provided for these lands. <br /> Commissioner Jacobs said there was two instances that made him raise this issue: 1.) <br /> the Greene Tract and 2.) the Seven Mile Creek Trail. He said the public accesses these <br /> lands, and he said signage would improve knowledge about these areas, and their ownership. <br /> Commissioner Rich said she liked the idea of having contact information posted at <br /> these sites. <br /> 9.
