5 <br /> 2. 1985-86 ANNUAL AUDIT CONTRACT <br /> Motion was made by Commissioner Walker, seconded by <br /> Commissioner Carey to renew the contract in the amount of <br /> $24,500 with the accounting firm of Touche Ross & Co. to da <br /> the annual audit. <br /> VOTE: UNANIMOUS. <br /> 3. NUCLEAR WAR STATEMENT <br /> Chair Willhoit recognized Dr. Allan Rosman who introduced <br /> Phyllis Dean. She read a statement on behalf of the Orange <br /> County Baha'i community. She explained the religion which is <br /> based on three fundamental spiritual principals - the oneness <br /> of God, the common foundation of all religion and the oneness <br /> of mankind. She explained the teachings of the Baha'i <br /> religion and Dr. Rosman read a statement for world unity and <br /> peace. <br /> 4. BURNSIDE PARK - PRELIMINARY PLAN <br /> Planner Susan Smith presented for consideration of approval <br /> the preliminary plan for Burnside Park Subdivision which is <br /> located on Burnside Drive off Cameron Street in Hillsborough. <br /> The property contains 24.99 acres. <br /> The Planning Staff recommended approval of the preliminary <br /> plan with six conditions. The Hillsborough Planning Board <br /> recommended denial of the preliminary plan. The Hillsborough <br /> Town Board recommended approval of the plan. The Orange <br /> County planning board recommends denial of the preliminary <br /> plan on the basis of public safety concerns with the flooding <br /> of the Eno River and with possible discrepancies in the <br /> Federal Flood Insurance Maps in the identification of flood <br /> hazard areas. <br /> Planning Board Chair Barry Jacobs indicated the reason for <br /> denial was based on the fact that the maps may not be accurate <br /> and that the Hillsborough Planning Board recommended denial. <br /> Motion was made by Chair Willhoit, seconded by Commissioner <br /> Marshall to table action to allow time for a response on the <br /> accuracy of the maps, to request that the Town of Hillsborough <br /> consider administering their own subdivision ordinance <br /> starting July 1, 1986 or shortly thereafter, and to talk with <br /> the Mayor of Hillsborough. <br /> VOTE: UNANIMOUS <br /> 6. PROPOSED FLOOD DAMAGE PREVENTION ORDINANCE AMENDMENTS (A copy <br /> of the approved amendments are in the official ordinance book <br /> in the office of the Clerk to the Board. ) <br /> Planner Susan Smith indicated the amendments were submitted to <br /> public hearing on February 24, 1986. The Planning Board <br /> recommends approval of the proposed amendments. She noted this <br /> item was tabled at the April 17, 1986 Board meeting to allow <br /> extra time for review by the Board. <br /> Motion was made by Commissioner Marshall, seconded by <br /> Commissioner Carey to approve the amendments to the Flood <br /> Damage Prevention Ordinance as submitted to public hearing on <br /> February 24, 1986. <br />
