We have
also had the Division of School Planning conduct a facilities utiliza-
tion and school organization study. Information from all these sour-
ces indicates we are in the initial stages of a period of significant
enrollment increases in our schools. At the same time, the implemen-
tation of the Basic Education Plan, with lower class ratios and new
programs, will require additional space. Thus, the combination of an
increasing student population and the implementation of the Basic
Education Plan will have a tremendous impact on our immediate and long
range program space needs.
One means we see for addressing the immediate space needs, as I
discussed with you earlier, is to design the two approved multipurpose
buildings at Glenwood and Estes Hills to include classroom space for
such special activities as art, music and computer labs. Presently,
these programs are housed in classrooms. By designing the multipur-
pose buildings to accommodate these programs, the net effect will be
to free up a minimum of three classroom spaces in each school . At the
time the original request for the multipurpose buildings was sub-
mitted, we were anticipating a decreasing or stable enrollment instead
of this unexpected and rapidly increasing student enrollment.
Working with our architects we have preliminary drawings for the
buildings. The size of the buildings has increased from 8,000 to
12,000 square feet and from an estimated cost of $816,000 to $1.8
million. Before we can proceed with the plans, we need approval from
the Commissioners for the additional funding.
Our desire is to have the buildings available for occupancy by
the 1987-88 school year. In the absence of having this space avail-
able, we will have to continue to purchase mobile classrooms for our
schools. As you know, mobile classrooms are not a desirable way to
house students. With the upcoming school year, we will be utilizing a
