Orange County Board of Education -2- February 20, 1986 <br /> (5) The 1985-86 SDPI K-5 projection was 2,277 with an actual <br /> membership of 2,317 (a positive difference of 40) . <br /> (6) The 1985-86 SDPI K-12 projection was 4,960, with an <br /> actual membership of 5,031 (a positive difference <br /> of 71) . <br /> (7) The 1985-86 membership in the sixth grade as of <br /> January, 1986, is 359, with a projected sixth <br /> grade membership in 1987-88 of 376 and in 1989-90 <br /> a sixth grade membership of 355. However, the <br /> sixth grade is projected to return to the 400+ <br /> level in the early 1990's. <br /> The net result of this and other data is that the Orange County Schools <br /> will need a new facility to house approximately 400 sixth graders in either <br /> one school or redistributed to elementary schools. Also, the system needs <br /> to plan facility improvements to house projected K-5 growth of 200 students. <br /> The system should return its current K-5 schools to their reasonable capacity <br /> to accommodate for additional growth, which should reduce their arnbined <br /> membership to 2,200 (a net reduction of approximately 100) . <br /> Therefore, I recommend that the Board of Education approve as Phase II <br /> of its major facility improvement plan the construction of an elementary <br /> school to house 700 students. At the point the new elementary school is <br /> ready for occupancy, the elementary schools should be converted to a K-6 <br /> grade structure. <br /> With the use of A. L. Stanback as a system-level education center, it <br /> would provide relief to the current facilities by housing system-level <br /> services; such as selected self-contained exceptional child classes, <br /> teacher/employee staff development center, adult education program and <br /> other programs to be developed and/or identified for syster-level emphasis. <br /> To construct a 700 student elementary school, the Board would need <br /> approximately $4,000,000. This figure is computed at a $50 per square foot <br /> cost, to include inflation and acquisition of 30 acres of land; provided <br /> the project is bid and begun no later than 1987. <br /> The adoption of this recommendation.mould be less expensive than the <br /> construction of a similarly sized middle school based on the square <br /> footage requirement alone. A middle school requires twenty (20) square <br /> feet more per student than an elementary school. Likewise, the construction <br /> of a middle school would require that either the two schools be of unequal <br /> size or Stanford Junior High would be underutilized to provide equal size <br /> schools. <br /> In summary, it is my recommendation that a new K-6 school is a sound <br /> educational and financial decision. <br /> DGL:ha <br />
