Lunsford 197/L'
REFERENCE: School Organization/Facilities Improvement Plan - Phase II
In a memorandum dated October 30, 1984, to the Board, we outlined our
recommended plan for major facility improvement of the Orange County Schools.
Following a discussion of the recommendation, the Board of Education submitted
a recommendation to the Orange County Board of Commissioners as outlined in
a memorandum dated November 26, 1984.
As a result of that request, we received authorization to proceed on
Phase I (Orange High School renovation/expansion), and in late 1985 we
were cleared to proceed to bid on that work.
Part of our recommendation in 1984 was that no later than January,
1987, the Board would make a final decision on Phase II, as to whether
it will be a middle school or an elementary school. Earlier this school
year the Board directed us to bring the topic up this year for a decision
prior to the budget cycle this spring, instead of waiting until the 1986-
87 school year. This memorandum of recommendation is in response to that
request.
As we examine the data impacting on the Orange County Schools and
its facility needs, the following facts are of particular importance:
(1) As of January, 1986, the K-5 membership was 2,317.
(2) The K-5 reasonable capacity of the current facilities
is 2,200.
(3) At our K-5 sites we currently have in use six (6) mobile
classrooms with one being used fOr regular instruction
and five (5) being used for resource/special instruction.
(4) The school system is projected for steady growth in K-5
by SDPI, through the extent of their projections, with
1989-90 membership of 2,476. This projection is 199
more than the 1985-86 K-5 projected membership.
