After a thorough <br /> analysis of the Housing and Community Development Department <br /> budget, including previous and potential federal cuts, <br /> establishment of an additional program is not feasible. In <br /> fact, Housing and Community Development has reduced staff as a <br /> result of cuts with other staff working as funds are available. <br /> Before Gramm-Rudman-Hollings budget reductions were proposed, <br /> Section 8 was a revenue producing program. In calendar year <br /> 1984, Housing and Community Development first year administering <br /> the program, the department generated a $43,414 surplus. Unfor- <br /> tunately, Councilville Community Development road construction <br /> engineering estimates were extremely low resulting in the Board <br /> allocating $33,000 of the surplus to supplement road construc- <br /> tion cost. In calendar year 1985 the surplus was $37,073. <br /> During the 1986 calendar year Housing and Community Development <br /> does not anticipate generating a surplus. By changing the <br /> formula used to calculate administrative fees for the Section 8 <br /> program, HUD has substantially reduced the revenue producing <br /> element of the program. However, HUD has not reduced the amount <br /> the County receives for rental assistance payments. All rental <br /> assistance payments to clients will remain at the same level <br /> through 1986. Due to the reduction of Section 8 administrative <br /> fees coupled with the close out of Councilville Community <br /> Development activities, the Housing and Community Development <br /> budget and personnel have been adversely impacted. <br /> As mentioned, Housing and Community Development current surplus <br /> amount is $47,487 ($10,414 remains from 1984 and $37,073 gener- <br /> ated in 1985) .
