14
•
INTEROFFICE MEMORANDUM: 8604-501 •,
Expansion of Department on Aging Facilities
April 4, 1986
Page 3
and requests have not •been calculated. It is inadvisable to
commit funds before adequately analyzing revenues. Addition
. - ally, the aforementioned Gramm-Rudman-Hollings budgetary
impacts will be instrumental in calculating revenues.
Similarly, correspondence from the Town of Carrboro Town
Manager emphasizes this concern. Understandingly, the Town
can not commit funds until their budgetary process has
progressed further. JOCCA administration indicates their
financial commitment to nutrition/crafts in Carrboro would be
a continuation of their previous commitment. There has. been
discussions that Triangle J Council of Governments will
consider granting funds to the ArtSchool for construction if
a leasing commitment is received from the County. Again, it
is somewhat premature to commit funds before tabulation of
revenues and budget requests.
In summary, the Senior Citizen Board Report highlights
three major concerns: (1) continued JOCCA operated
nutrition/crafts/programming in Carrboro, (2) expansion of
DOA services into Carrboro, and (3) providing additional
programming space in Carrboro. Under the primary concern,
hopefully JOCCA and the Town will ensure continued nutrition
operation. In regards to the secondary and tertiary concerns
which are somewhat synonymous, these items should be
considered with other county department expansion requests
during the budgetary process. Therefore, I recommend the
Board take no action.
Kenneth R. Thompson
KRT/srs
