1 4 7 ORANGE COUNTY . <br /> INTEROFFICE MEMORANDUM <br /> TO: Board of Commissioners <br /> FROM: C?untyManager <br /> SUBJECT: Expansion of Department on Aging Facilities <br /> DATE: April 4, 1986 <br /> While the Senior Citizens Board encourages expanding <br /> county facilities to Carrboro, the report does not address <br /> the long term budgetary ramification of leasing additional <br /> facilities.i In light of projected Gramm-Rudman-Hollings <br /> federal fundings reductions affecting all county human <br /> service agencies, the Board should consider the impacts of <br /> expanding services versus maintaining existing services. <br /> The factors to consider before expanding Department on <br /> Aging facilities into Carrboro are: <br /> (1) Existing county facilities and services. <br /> (2) DOA existing staffing pattern. <br /> (3) Cost of leasing existing facilities. <br /> (4) Proposed leasing arrangement. <br /> (5) Commitment of Fiscal Year 1986-87 funds before <br /> calculating revenue projections. <br /> Existing Facilities and Services <br /> Currently, Department on Aging (DOA) conducts senior <br /> citizen prpgrams in the Southern Orange Human Services <br /> Complex (Northside Multipurpose Center) and Orange County <br /> Human Services Complex (Old Grady Brown School) . The County <br /> Recreation Department is currently finalizing details for the <br /> renovation of the Homestead Center located just outside of <br /> the Town of Carrboro. Programming for special activities <br /> will begin next fiscal year. <br /> Joint Orange-Chatham Community Action (JOCCA) operates <br /> senior citizen nutrition/crafts/programming sites in Carrboro <br /> (Carr Mill Mall) ; Southern Orange Human Service Complex, <br /> Chapel Hill; County Hunan Services Complex, Hillsborough; <br /> Efland-Cheeks Multipurpose Center, Efland; Cedar Grove <br /> Multipurpose Center, Cedar Grove. <br />
