1 4 7 ORANGE COUNTY .
INTEROFFICE MEMORANDUM
TO: Board of Commissioners
FROM: C?untyManager
SUBJECT: Expansion of Department on Aging Facilities
DATE: April 4, 1986
While the Senior Citizens Board encourages expanding
county facilities to Carrboro, the report does not address
the long term budgetary ramification of leasing additional
facilities.i In light of projected Gramm-Rudman-Hollings
federal fundings reductions affecting all county human
service agencies, the Board should consider the impacts of
expanding services versus maintaining existing services.
The factors to consider before expanding Department on
Aging facilities into Carrboro are:
(1) Existing county facilities and services.
(2) DOA existing staffing pattern.
(3) Cost of leasing existing facilities.
(4) Proposed leasing arrangement.
(5) Commitment of Fiscal Year 1986-87 funds before
calculating revenue projections.
Existing Facilities and Services
Currently, Department on Aging (DOA) conducts senior
citizen prpgrams in the Southern Orange Human Services
Complex (Northside Multipurpose Center) and Orange County
Human Services Complex (Old Grady Brown School) . The County
Recreation Department is currently finalizing details for the
renovation of the Homestead Center located just outside of
the Town of Carrboro. Programming for special activities
will begin next fiscal year.
Joint Orange-Chatham Community Action (JOCCA) operates
senior citizen nutrition/crafts/programming sites in Carrboro
(Carr Mill Mall) ; Southern Orange Human Service Complex,
Chapel Hill; County Hunan Services Complex, Hillsborough;
Efland-Cheeks Multipurpose Center, Efland; Cedar Grove
Multipurpose Center, Cedar Grove.
