Staff Memorandum Dated April 4, 1986 MEBANE - 227-2031 I <br /> DURHAM - 68B-7331 <br /> PURPOSE: To .consider a Resolution of Support for the Artschool's $62,598 <br /> Title III-B Application to the Triangle J Council of Governments for reno- <br /> vating part of their new facility on behalf of senior citizens. The County'; <br /> support would be a five year lease with the Artschool and management (Depart- <br /> ment on Aging) of the space that includes a multipurpose/nutrition room, <br /> classroom, kitchen, and two offices (2,272 sq. ft. , see attached floor plan) <br /> The Artschool's application is due April 11, 1986 and needs some indication <br /> whether the County desires space in their new facility for senior citizens. <br /> NEED: There is a critical need for center space in Southern Orange , specifically <br /> in the Town of Carrboro for both individual and group activities. •(See attach- <br /> ed Study Committee Report) Presently, the JOCCA Nutrition Program (serving <br /> 35 elderly daily) is utilizing an inadequate small Artschool room ($50.00 <br /> monthly donation) . The current nutrition site space will not be available <br /> next December, 1986 with the relocation of the Artschool to a new renovated <br /> facility. Additional Artschool space would also relieve some of the group <br /> space problems in the Chapel Hill-Carrboro Multipurpose Center. <br /> IMPACT: Annual costs would be $13, 632 for lease ($6 x 2.272 sq. ft.) and $800 <br /> for telephone service. Minimal janitoral service will be required. However, <br /> no additional County Department on Aging staff is requested to operate the <br /> new Center. <br /> While the County would be responsible for the overall lease, the Town <br /> of Carrboro and some agency users of the Center (ex. JOCCA) would likely and <br /> appropriately pay part of the lease expense. No commitment of funds have been <br /> made by other parties at this time. <br /> RECOMMENDATION: County Senior Citizens Board recommends approval (minutes Dec. 12 <br /> and March 13, 1986) . DoA staff supports recommendation. <br /> Manager recommends disapproval of resolution committing fiscal year 1986/87 funds before <br /> budget preparation. See attached memorandum regarding DOA expansion. <br />
