The summary also includes the participants considered <br /> as carryovers. <br /> Please note that Durham County has a much higher rate of participation <br /> in the Chamber of Commerce and Employment Security Offender direct place- <br /> ment programs: Success in these programs depend heavily on the willingness <br /> of employers to list their job openings with the program operators and <br /> accept referrals from them. The approach has been used for a much longer <br /> time in Durham, therefore, more job placements are possible. This accounts <br /> for the higher number of terminations and completions shown for Durham at <br /> the beginning of Attachment C.
