074
DRAFT PH MINUTES 3-17 -86 PAGE 18
•
this unpaved road could carry • the additional
traffic that would be generated from this site
without additional improvements and that the
requirement for paving was unreasonable . The
applicant has limited road frontage on Miller Road .
MOTION: Pearson moved approval with the deletion of the
references to public water . Seconded by Shanklin .
Kirk stated the Board might wish to recommend
restrictive covenants along the creek at this time .
Horton responded these were available • for
recordation and copies are available for the Board .
Best inquired of Mr. Horton why he considered
public water if it could so easily be changed to
wells and why he had not considered public sewer .
Horton responded the water lines were nearer the
development than the sewer lines . Public water
would cost approximately $26 ,000 and public sewer
would cost at least three times that amount since
those lines were farther away. He indicated a
preference for public water if it is feasible and
can be done at the appropriate time .
MOTION: Gordon moved to delay the consideration of the
subdivision until the regular April meeting.
Seconded by Pilkey .
Gordon noted this would be consistent with the
Wildwood project and the Board could guarantee its
recommendation on April 21 .
Mr . Horton inquired what new information would the
Board have after March 25 which would seriously
affect this project .
Walters stated he felt this delay was worthless .
Kizer noted that if Mr . Horton had come in with
wells and septic tanks this project would have been
approved and probably not discussed at all . Best
responded that the Board would have probably asked
the question why public water wasnot proposed.
Kizer responded there were no provisions in the
Subdivision Regulations to force the provision of
public water in this case .
Mr. Horton noted he was willing to work with the
Board and staff , but if a delay does occur, this
development will be the one to suffer. He felt
this action would essentially create a moratorium .
Pearson inquired if any additional recommendations
are needed if the developer does go with public
