Program Agreement <br /> Ptatle 14'x: Ext: 311 <br /> Purpose: To renew an agreement with the North Carolina Governor's Highway Safety Program which <br /> will result in the State matching each seat locally purchased. <br /> Background: In August of 1983, Orange -County contractually designated the Orange •County Health <br /> Department in cooperation with the Inter-Faith Council of Chapel Hill-Carrboro <br /> and the Orange Congregations in Mission as the operating agency for this program. <br /> The consortium is known as the Orange County Child Passenger Safety Assoc.(OCPSA) . <br /> Need: From the original 60 seats purchased by Orange County, the program has growm <br /> without further County funding to 350 seats. The present seat inventory is at <br /> least 50-100 seats too small. The OCPSA proposes to purchase, with its funds, seats <br /> in 25 seat increments, receive 25 matching seats, and continue this process until <br /> the inventory meets citizen demand. <br /> Impact: Infants and children will be protected from injury and death in the event of <br /> automobile accident. <br /> Recommendation(s) : Authorize execution of the 'Program Agreement'with N.C. Highway <br /> Safety Program for two years . If OCPSA defaults in its responsibility <br /> the seats become property of Orange County. <br />
