Orange County is at a crossroads of moving from predominantly rural to urbanized <br /> • con,.murities. Projections are now being stated that Northern Durham County and <br /> Hillsborough areas will be the second Triangle development when I-40 is 'comploted <br /> to 1-35 at Hillsborough, Planned growth is absolutely essential. This means that <br /> the elected officials must plan for infrastructure to serve the future population <br /> and businesses. I'm talking roads, open spaces, water supply and waste trait :.3nt <br /> systems (including sewers planned to standards that are environmentally sound <br /> and will not lower our present quality of life. <br /> . One big question is WATER SUPPLY,, Orange .County is at the headwaters •of the xxse <br /> River in Northern Orange and the Southern part of the county has waters flowing <br /> toward Jordan Lake and the Cape Fear River Basin. One does not have a river to <br /> capture water from. <br /> ;:here is the WATER SUPPLY for Hillsborough and surrounding areas--is it the creeks <br /> that lead to the itle River? The residents of Northern Orange do_not yet have their <br /> long-range plan put together and started. It has taken OVASA the past 10 years to <br /> get a plan on the ground and they only have a temporary impoundment. The permanent <br /> dam is scheduled to be completed in 1939. The persons responsible have to wisely <br /> • <br /> realize that it takes Lead Time for all the planning, permits and acquiring of land <br /> for a water supply. reservoir, If citizens want development and growth they need to <br /> elect officials who will plan and execute wisely so that the resources are protected. <br /> They should also note that the public needs to be continually informed of the process. <br /> The elected officials need to take bold positive steps toward a future protected <br /> water supply for Northern Orange County. The County Commissioners will be taking a <br /> wise course by approving development contingent on a prior vote to provide the nec- <br /> essary infrastructure, such as water sunnly, to provide for the population that is <br /> projected to come to Orange County in the next 20 :years. <br /> •'e wish to thank the Orange County Commissioners for providing tonights meeting <br /> on ::ester Resources for Orange County. <br /> Margaret Holton, water Resources Chair <br />
