II. GOALS AND OBJECTIVES <br /> It is important to specify what this proposed study will accomplish. <br /> There is one over-riding goal for this study: <br /> To develop a consensus among local and state officials regarding <br /> an appropriate course of action to mitigate the transportation <br /> problems within the Triangle region through methods other than <br /> traditional highway development. <br /> This goal is clearly an ambitious one. There are many local and state <br /> officials, and their views on any single issue are, of course, varied. It <br /> is not reasonable to expect that all officials will agree on an appropriate <br /> transportation solution, particularly within the scope of time covered by <br /> the study. However, it is reasonable to expect sortie level of consensus <br /> regarding what the transportation problems are and what a general strategy <br /> should be to resolve these problems. Thus, this goal results in several <br /> more specific objectives for the proposed study: <br /> a. To develop a clear, accurate assessment of the emerging <br /> transportation trends and the future transportation needs in <br /> the Triangle area; <br /> b. To explore, analyze, compare and evaluate the <br /> effectiveness of alternative public transportation and <br /> TSM-type actions for alleviating the transportation problems <br /> facing the region; <br /> c. To assess the alternative organizational structures that might <br /> be used in developing a regional public transportation <br /> entity; and, <br /> d. To develop among local and state officials a clear <br /> understanding of the relative merits of each alternative <br /> organizational structure and each alternative service and TSM <br /> option in solving the region's transportation problems. <br /> As a result of this study, the ability of the jurisdictions within the <br /> Triangle area to resolve the ongoing transportation problems should be <br /> significantly improved. All local and state officials will have access to <br /> the study documents which will include a clear presentation of the <br /> transportation problems and trends within the region. All officials will <br /> also have the opportunity to discuss the relative merits of different <br /> organizational and service strategies. Based upon these study results it <br /> should be possible to proceed with the development and implementation of a <br /> regional structure to help solve the region's transportation problems. In <br /> addition, the study results will suggest which public transportation <br /> services and TSM-type actions hold the most promise for mitigating the <br /> region's transportation problems. <br />
