With the current rapid growth of the Research Triangle area, this is a <br /> particularly opportune time to consider alternative transportation <br /> strategies. Transportation infrastructures are long-lasting, and decisions <br /> made today regarding these infrastructures will affect the region for future <br /> decades. Before growth has forclosed some transportation options, it is <br /> important to consider a wide range of public transportation and TSf4 <br /> solutions, ranging from low capital cost alternatives, such as vanpools and <br /> fixed-route bus service, to more expensive options, such as fixed guideways <br /> and high-occupancy highway lanes. <br /> An essential , yet currently missing, element in a regional <br /> transportation strategy is the existence of an appropriate regional <br /> organization to provide public transportation services. For example, as <br /> noted earlier, there are three fixed-route bus systems in the Triangle <br /> region, yet none of these serves the Research Triangle Park. If there were <br /> a regional public transportation organization, this organization could <br /> conceivably provide fixed-route bus service throughout the region, not just <br /> in individual cities. Or, the organization could construct appropriate <br /> public transportation facilities to serve the region. Without such an <br /> organization, the individual jurisdictions within the Triangle area will <br /> forever be approaching a regional problem on a piece-meal basis. <br /> Regardless of its form, a regional public transportation organization <br /> cannot be considered in the abstract. To be effective, such an organization <br /> must be created with a definite and agreed-upon purpose in mind. The <br /> purpose of such an organization must be based upon a common perception of <br /> what the transportation problems in the Triangle area are and what types of <br /> solutions are most appropriate to solve these problems. <br /> This proposal addresses the mobility needs in the Triangle area, the <br /> development of options for public transportation services and TSM-type <br /> actions to mitigate these needs, and the development of a consensus on how <br /> to approach solutions to these problems. There are four subsequent sections <br /> to this proposal . In Section II , we describe a set of goals and objectives <br /> for the proposed study. Section III discusses the overall approach that we <br /> propose to follow in conducting the study. Section IV describes in greater <br /> detail the specific services that we will provide within the study. The <br /> final section provides information on the proposed budget. <br />
