Graham <br /> and A . H . Graham, Jr . This item was submitted to public <br /> hearing on November 25 , 1985 and January 6 , 1986 . The Planning <br /> Board recommendation was submitted to the Board of <br /> Commissioners on February 18 , 1986 . <br /> On February 18 , 1986 the public hearing on Scotswood was <br /> continued to March 25 , 1986 to receive further public comment <br /> on traffic and water supply issues , particularly current and <br /> proposed water withdrawals , possible improvements to the three <br /> reservoirs in northern Orange County and the State 's <br /> recommendation regarding in-stream flow requirements . <br /> NEED: John W. Graham & A . H . Graham , Jr. are requesting approval of a <br /> planned development and rezoning for 331 . 12 acres of land <br /> located along Highway 70 Bypass and St . Mary 's Road(SR 1002) <br /> northeast of Hillsborough . The property is referenced as Tax <br /> map 6 , Block B . , Lots 3 & 4 and Tax Map 22 Block A , lot 1.7 of <br /> Hillsborough Township . <br /> The property is located in an area designated as Ten Year <br /> Transition and Commercial Transition Activity Node in the <br /> Orange County Land Use Plan . The present zoning classification <br /> is ( Residential-1 ) R- 1 . The applicants are requesting 290 .03 <br /> acres to be rezoned PD-H-R2 , 29 .50 acres to be rezoned PD-H.-R5 <br /> and 10 . 43 acres to be rezoned PD-GC4 . <br />
