water reasons , we need to consider a policy whereby future water consumption <br /> would be limited according to a fair and equitable formula in all parts of <br /> the County which rely upon the Eno River for water. <br /> The water issues raised by Scotswood, however, must be addressed <br /> immediately in a coordinated fashion. To address the concerns regarding <br /> future water supply, we recommend the following steps be implemented <br /> immediately: <br /> ( 1) Rapid implementation of all available stop-gap measures to <br /> increase short-term water supplies . These steps include making the <br /> improvements. to Lake Ben Johnston, Corporation rake and Lake Orange <br /> recommended in the County study to increase the yield from these existing <br /> water sources. Hillsborough has already initiated action on raising the <br /> elevation of the spillway at. Lake Ben Johnston by two feet. Engineering <br /> work is underway and $60,000 has been committed to the project. We expect <br /> to have that and other improvements to Lake Ben Johnston completed by the <br /> end of 1986 at the latest. Raising the dam at Lake Ben Johnston is <br /> estimated to increase the reservoir' s safe yield by .2 mgd. <br /> Implementation of recommended improvements to the design and operation <br /> of all three reservoirs on the Eno is , according to County Consulting <br /> Engineer Don Cordell , estimated to increase their combined safe yields from <br /> the current 2.6 mgd to something more than 4.0 mgd. This would represent <br /> a 50 percent increase in our existing water supplies. <br /> (2) Implementation of a plan to reverse the flow of water in the 16 <br /> inch pipeline connecting Hillsborough's and OWASA' s systems. As a mid-term <br />
