The months of having the building open <br /> with no heat has caused a build up of moisture which prevents <br /> paint adhesion. The only way to reduce the moisture is for the <br /> new heat pumps to be in operation. The heat pumps were <br /> installed on time yet would not function properly. It took a <br /> period of time to determine that the cause of the problem was a <br /> defective flow valve in the existing lines of the County which <br /> hampered the circulation of water to the water pumps. <br /> The architect recommends the granting of additional time. <br /> IMPACT: A delay in completion time in order to secure quality work in <br /> the painting element. <br /> RECOMMENDATION(S) : <br /> Approve attached change order permitting an April 17, 1986 <br /> completion date. <br />
