029 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS Action Agenda <br /> ACTION AGENDA ITEM ABSTRACT Item No. G t3 <br /> Meeting Date: MARCH 18, 1986 <br /> SUBJECT: HOUSEHOLD WASTE COLLECTION PROJECT <br /> DEPARTMENT: COMMISSIONERS PUBLIC HEARING: _Yes X No <br /> ATTACHMENT(S) : INFORMATION CONTACT: DON WILLHOIT <br /> CHAIR, X505 <br /> TELEPHONE NUMBER: <br /> Hillsborough - 732-8181 <br /> NONE Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To consider such a project to be undertaken. <br /> NEED: How to safely and economically collect and dispose of the <br /> various types of waste is a matter under study by the Solid <br /> Waste Task Force and the Council of Governments. <br /> About a year ago the County received information on the sources <br /> of groundwater pollution in the Silicon Valley in California <br /> which among other things, pointed to the need to control against <br /> the improper disposal of unwanted, hazardous household products, <br /> such as leftover pesticides, paint thinner, motor oil, etc. <br /> Plans have been put together for an organized effort of collec- <br /> tion to address these products and guage community receptivity <br /> to further collection efforts if successful. <br /> To accomplish this, Orange County, in cooperation with the Towns <br /> of Carrboro and Chapel Hill and the UNC would sponsor the col- <br /> lection project to take place in the Spring. A collection <br /> center would be established at one or more shopping centers or <br /> Park-N-Ride lots and staffed by trained professionals who would <br /> receive, identify segregate and package waste materials <br /> delivered by residents. Shipment would then be made to a <br /> licensed hazardous waste management facility for disposal. <br /> Purposes would be: <br /> 1. To provide individual citizens with an appropriate method of <br /> hazardous waste disposal; to reduce the environmental and <br /> human health risks of improper disposal in local landfills, <br /> dumpsters, sewer systems, and road ditches. <br /> 2. To educate area residents about the risks posed by many <br /> common household products; the need for their proper use and <br /> disposal; and, ways to reduce the personal use of such <br /> products, if so desired. <br />
