O5 <br /> Reference to power line setback is to be deleted <br /> �►, as it refers only to the power line easement and <br /> not to a setback provision beyond said easement . <br /> (2) The survey of the stream, floodplain, buffer and <br /> drainage easements and provision of stream <br /> buffer calculations and appropriate designation <br /> on the final plat is required prior to the <br /> consideration of the final plat for approval . <br /> . (3) The provision of culvert(s) details on the plat . <br /> (4) The designation of the location of s ignage <br /> referencing the subdivision and indicating <br /> compliance with sight distance requirements for <br /> same shall be shown on the plat . <br /> (5) Provision of alternative approved names for Ryan <br /> Court and Seven Springs Court to avoid <br /> duplication with existing road names . <br /> (6) Provision of a 60' wide pedestrian easement <br /> along Morgan Creek as recommended by Carrboro <br /> and submittal of a maintenance agreement which <br /> shall provide for its dedication to an <br /> appropriate governing body or public agency at <br /> the time the easement becomes part of a public <br /> greenway system. <br /> Collins referenced a letter from J. W. Watkins , <br /> NCDOT, noting that some drivers apparently use SR <br /> 1104 as a short cut to bypass the Carrboro - Chapel <br /> Hill area . NC 86 , SR 1009 and NC 54 are connected by <br /> SR 1104 and SR 1777 to the north of this area. <br /> Collins continued referencing a letter stating that <br /> NC DOT does not make traffic counts for local <br /> governments or developers . <br /> Fritz Brunsen of Philip Post & Associates presented <br /> the traffic impact report . He noted that traffic <br /> counts were taken on February 6 & 7 from 7:00 A.M. <br /> till 6 : 00 P.M. He stated that the peak periods were <br /> from 7:00 to 5 :00 A.M. and from 4:00 to 6 : 00 P.M. <br /> This is somewhere between B & A level of service. <br /> Brunsen continued that according to the Orange County <br /> Planning Staff , the acceptable level of service is <br /> Level C. <br /> Gordon asked for clarification on Level C and staff <br /> comments . Collins noted that Level C is "the ideal " . <br /> Levels D and E are approaching over-capacity while <br /> service levels A and B indicate under-utilization. <br />
