Larger lot sizes and stream buffers <br /> are proposed for those lots abutting Morgan Creek. <br /> Police, fire and rescue services will be provided by <br /> . the Orange County Sheriff' s Department , South Orange <br /> Volunteer Fire Department and the South Orange Rescue <br /> Squad. <br /> Staff solicited Town of Carrboro courtesy review <br /> comments . <br /> In response to recommendation #1-4, according to <br /> preliminary OWASA comments , the extension of public <br /> water and sewer is presently technically prohibitive <br /> due to the distance from and size of lines in the <br /> vicinity of the site, and package plants are not <br /> acceptable in the watershed by County policy. The <br /> Orange County Subdivision Regulations do not require <br /> recreation space and/or facilities for subdivision in <br /> R 1 districts (See Carrboro recommendation #5) . <br /> Dairyland Road (SR1104) is not classified an arterial <br /> warranting a 41 foot cross-section in either the <br /> Chapel Hill-Carrboro Thoroughfare Plan or the Orange <br /> County Land Use Plan. NCDOT recommended and the <br /> applicant complied with the provision of a turning <br /> lane from the south at the entrance to the property. <br /> Staff is recommending that a pedestrian easement be <br /> shown within the buffer area as recommended by <br /> Carrboro and provision made in the maintenance <br /> agreement for dedication and acceptance by an <br /> appropriate governing body or public agency at the <br /> time the easement would become part of a public <br /> greenway system. <br /> The Planning Staff recommends approval with the <br /> following conditions : <br /> (1 ) Revise the typical lot inset to demonstrate <br /> setbacks applicable to a "regular" lot as <br /> defined in the Zoning Ordinance and revise the <br /> schedule of setback requirements to read as <br /> follows : <br /> Front yard setback = 40 feet <br /> Side yard setback = 20 feet <br /> Rear yard setback = 20 feet <br /> Stream Buffer/Setback as Shown (Dist . varies) <br />
