SUBDIVISION APPROVALS <br /> a, Laurel Springs - Preliminary <br /> ■ <br /> Presentation by Marvin Collins . <br /> The purpose of this agenda abstract is to further <br /> consider approval of the Preliminary Plat for Laurel <br /> Springs. <br /> On January 27, 1986 the. Planning Board continued <br /> discussion on this subdivision until the February <br /> • <br /> meeting for clarification from NC DOT on a continent <br /> regarding the use of Dairyland Road as a shortcut and <br /> the receipt of updated traffic counts for Dairyland <br /> Road. <br /> The property in question is located in Chapel Hill <br /> Township on the south side of Dairyland Road <br /> (SR1112) . It is known as Tax Map 110 Lot 24 in <br /> Chapel Hill Township. • <br /> There are seventy-seven ( 77) Jots proposed out of <br /> approximately 119 acres . All lots are proposed to be <br /> developed at a minimum lot size of 43 ,500 square <br /> feet , excluding rights of-way. Larger lots are <br /> proposed along Morgan Creek. <br /> The property is designated Rural Buffer and Protected <br /> Water Supply Watershed (University Lake) in the <br /> Orange County Land Use Plan. The property is zoned <br /> Residential-1 (R-1 ) and subject to Protected <br /> Watershed-II (PW-II ) overlay district standards . <br /> Surrounding properties are comparably zoned and <br /> include undeveloped land and land developed for <br /> residential purposes , as well as agricultural lands . <br /> The applicant proposes to phase the development of <br /> the site in four (4) phases . Each phase allows the <br /> development of approximately one-fourth of the total <br /> number of lots in the subdivision. <br /> The development will generate an additional 431 trips <br /> per day. No traffic count exists for SR 1104 <br /> Dairyland Road at its intersection with SR 1111 . <br /> However , the 1981 traffic count for SR 1111 at that <br /> intersection is 160 ADT. The 1981 traffic count for <br /> SR 1112 at its intersection with SR 1104 was 900 ADT. <br /> The 1981 traffic count for SR 1009 south of its <br /> intersection with SR 1104 was 1700 ADT. All roads <br /> proposed to serve the development are to be <br /> constructed to NCDOT subdivision road standards and <br /> dedicated public . A single access road (Laurel Spring <br /> Drive) is proposed. In response to a pre--application <br /> request for comment NCDOT indicated that a single <br /> entrance and a left turn lane from the direction of <br /> Carrboro were desirable . The applicant has complied <br /> with these requests . <br />
