025 <br /> LAUREL SPRINGS - PRELIMINARY <br /> MARCH 5, 1986 <br /> PAGE 2 <br /> At the request of the Planning Board, the applicant provided a <br /> traffic impact study (see attachment ) . Traffic counts for <br /> Dairyland Road (SR1104) taken on 2-6-86 and 2-7-86 between the <br /> hours of 7: 00 a.m. and 6 : 00 p.m. indicated 2 ,219 and 2 ,388 <br /> vehicles per day, respectively. The development will generate <br /> 760 additional trips per day, but a level of Service A (most <br /> desirable) will be maintained. <br /> All roads proposed to serve the development are to be <br /> constructed to NCDOT subdivision road standards and dedicated <br /> public. A single access road (Laurel Spring Drive) is proposed. <br /> In response to a pre-application request for comment NCDOT <br /> indicated that a single entrance and a left turn lane from the <br /> direction of Carrboro were desirable. The applicant has <br /> complied with these requests . <br /> The property is to be served by individual well and septic <br /> tanks . Larger lot sizes and stream buffers are proposed for <br /> those lots abutting Morgan Creek. <br /> Police, fire and rescue services will be provided by the Orange <br /> County Sheriff ' s Department , South Orange Volunteer Fire <br /> Department and the South Orange Rescue Squad. <br /> Staff solicited Town of Carrboro courtesy review comments . <br /> In response to recommendation #1-4, according to preliminary <br /> OWASA comments , the extension of public water and sewer is <br /> presently technically prohibitive due to the distance from and <br /> size of lines in the vicinity of the site, and package plats <br /> are not acceptable in the watershed by County policy. The <br /> Orange County Subdivision Regulations do not require recreation <br /> space and/or facilities for subdivision in R-1 districts (See <br /> Carrboro recommendation #5) . Dairyland Road (SR1104) is not <br /> classified an arterial warranting a 41 foot cross-section in <br /> either the Chapel Hill-Carrboro Thoroughfare Plan or the Orange <br /> County Land Use Plan. NCDOT recommended and the applicant <br /> complied with the provision of a turning lane from the south at <br /> the entrance to the property. Staff is recommending that a <br /> pedestrian easement be shown within the buffer area as <br /> recommended by Carrboro and provision made in the maintenance <br /> agreement for dedication and acceptance by an appropriate <br /> governing body or public agency at the time the easement would <br /> become part of a public greenway system. <br /> RECOMMENDATION: The Planning Board recommends approval with the following <br /> conditions : <br /> (1 ) The survey of the stream, floodplain, buffer and drainage <br /> easements and provision of stream buffer calculations and <br /> appropriate designation on the final plat is required <br /> prior to the consideration of the final plat for approval . <br />
