• <br /> PLANNING BOARD 2--1_7-86 <br /> 024 <br /> RESOLUTION FOR PROVISION OF LOW- AND MODERATE-INCOME HOUSING <br /> WHEREAS Orange County citizens and officials would like <br /> to ensure the continued provision of low- and moderate-income <br /> housing within the county; and <br /> WHEREAS the provision of such housing is essential to <br /> the maintenance of the community as a whole, and to equal <br /> opportunity for all citizens living within that community; <br /> and <br /> WHEREAS land prices and other development pressures are <br /> already effectively excluding the provision of such housing <br /> in many areas of Orange County; and <br /> WHEREAS those development pressures are likely to <br /> continue and spread; and <br /> WHEREAS the effect of those pressures is either to drive <br /> low- and moderate-income families from Orange County or into <br /> rural areas least suited to the efficient porovision of. <br /> extensive housing resources and c.oncommitant services ; and <br /> WHEREAS a clear recognition of such problems led to the <br /> creation in late 1985 of an Affordable Housing Task Force in <br /> the Chapel Hill-Carrboro area; and <br /> WHEREAS the rpoposed Orange County ordinance regulating <br /> mobile home parks idefitifies the provision of adequate <br /> housing as "fundamental to the, welfare of County residents; " <br /> and <br /> WHEREAS the proposed ordinance governing mobile home <br /> parks notes that "conventional housing is not consistently <br /> available" and that , therefore, the need to provide mobile <br /> homes is the method available for addressing "the public need <br /> for alternative housing; " and <br /> WHEREAS such an ordinance regarding mobile home parks <br /> merely addresses part of the problem identified therein; and <br /> WHEREAS Orange County already has a high number of <br /> mobile homes per capita; and <br /> WHEREAS it is unclear whether and which mobile homes <br /> quickly deteriorate in value both for the purchaser and as a <br /> generator of county tax revenues ; and <br /> WHEREAS a thoughtful , coordinated plan for the provision <br /> of adequate housing remains a key element of county planning, <br /> one likely to be further increased in importance by pending <br /> federal revenue cuts ; and <br /> WHEREAS the Board of County Commissioners have within <br /> their legislative and discretionary authority the means with <br /> which to address this problem; <br /> The Orange County Planning Board hereby recommends that <br /> the Orange County Board of Commissioners establish a task <br /> force and set as a priority matter in the 1986-87 fiscal year <br /> a study for a specified period (90-180 days) resulting in a <br /> comprehensive plan for providing low- and moderate-income <br /> housing within the county. As part of the task force ' s work, <br /> the Orange County Planning Board requests guidance on the <br /> desirability of establishing districts within which to limit <br /> mobile home parks and/or mobile homes . <br />
