Ui <br /> MEMORANDUM <br /> TO: The Orange County Board Of Commissioners <br /> FROM: The Secondary Road Improvement Advisory Committee <br /> SUBJECT: Changes in North Carolina Department of Transportation <br /> Procedures for Paving Secondary Roads <br /> Date: February 18 , 1986 <br /> I . RQQ4m14IIQLiQII. <br /> The committee has reviewed the method of fund distribution to the <br /> counties and agrees that this distribution is equitable based <br /> upon unpaved road mileage. Attachments "B" and "C" are included <br /> to substantiate this finding. <br /> The committee recommends that no changes be made at this time in <br /> the DOT Priority Rating System as concerns : <br /> A. Land Use and Public Service <br /> B. Traffic Characteristics <br /> C. General Route Characteristics <br /> The factors that influenced this recommendation appear as <br /> Discussion Paragraph II A, B and C. <br /> The committee does recommend that the following changes are <br /> necessary in the administration of the Participatory Paving <br /> Program. <br /> D. Path.iaipaiguy_Eaming_ELIMEgm <br /> 1 . A sliding scale should be established for Property Owner <br /> Participation . This should be based upon the priority <br /> assigned the road in the rating system. Only those <br /> roads assigned a priority of 49 or less in the Priority <br /> Rating System would be eligible for public funds <br /> assigned to the county for paving of secondary roads. <br /> Up to and including the road assigned a rating of ten, <br /> the property owners would be required to provide 50% of <br /> the cost of paving their road Qui Qi Rriaritj.
