C.Transportation Procedures for Paving Secondary Roads as recommended by the Secondary Road Improvements Advisory Committee. NEED: In May of 1984 the Secondary Road Improvements Advisory Committee was created and given the following directives : (1 ) To review the priority rating of County roads , including the methods used in the rating system and the survey results used to assign ratings . (2) To review the annual Secondary Road Improvements Program as proposed by NCDOT. (3) To make recommendations to the Board of Commissioners regarding changes to the rating system and/or the Secondary Road Improvements Program, and to identify discrepancies in the assigned ratings of County roads . The Committee has reviewed the rating methods , the assigned priority ratings for state-maintained roads in Orange County and the methods of funds distribution, and prepared the attached recommendations . IMPACT: If the Board of Commissioners decides to recommend to the Participatory Paving Program, the Board angof Transportation can consider the proposals for implementation. The changes would not only result in additional funds for paving roads on the priority list , but would also increase costs for participation in the Participatory Paving Program. RECOMMENDATION: As the Board decides. •
