ORANGE COUNTY <br /> BOARD OF COMMISSIONERS O 1 L <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date H_4_121 _ <br /> Actin enda <br /> Item a_ <br /> SUBJECT: POLICY ON CONSIDERATION OF ORDINANCE/ATLAS AMENDMENTS AND <br /> DEVELOPMENT REQUESTS <br /> DEPARTMENT: PLANNING PUBLIC HEARING _Yes _X_ No <br /> Attachment(s) Information Contact : SUSAN SMITH <br /> Telephone Numbers <br /> Hillsborough - 732-8181 <br /> Durham - 688-7331 <br /> Mebane - 227-2031 <br /> Chapel Hill - 968-4501 <br /> PURPOSE: To consider a policy addressing the consideration of ordinance <br /> and atlas amendments concurrently with development proposals. <br /> NEED: At the February 24 , 1986 public hearing, the Boards expressed a <br /> concern regarding concurrent consideration of ordinance and <br /> atlas amendments coupled with specific development proposals <br /> dependent upon favorable decisions on the proposed amendments . <br /> The Boards directed that a policy addressing this concern be <br /> prepared for consideration and adoption. <br /> IMPACT: Adoption of a policy would provide clear direction in <br /> administrative activities and would separate policy and <br /> legislative issues from consideration of specific development <br /> requests . <br /> RECOMMENDATION: Staff recommends that the Board adopt the following policies : <br /> That rezoning requests shall not be submitted to public hearing <br /> concurrently with amendments to development ordinances which <br /> affect the rezoning request ; and that subdivision proposals <br /> shall not be considered concurrently with a rezoning request <br /> (except through the planned development process) unless <br /> specifically authorized by the Board of Commissioners . <br />
