(919)942-8541 <br /> February 7, 1986 <br /> Ms. Susan Smith <br /> Orange County Planning Department <br /> Hillsborough, North Carolina 27278 <br /> Dear Ms. Smith: <br /> Thank you for giving us the opportunity to comment on the Homestead High- <br /> lands rezoning. Our procedures do not provide an opportunity for Planning <br /> Board review on such short notice. The Planning Board meets the third Thursday <br /> and agendas are sent out the second Thursday of each month. The Town is for- <br /> mulating policies regarding land use densities in undeveloped areas peripheral <br /> to the Town. <br /> The Administration's position, until a clearer policy direction is pre- <br /> sented, is: <br /> 1. That density on undeveloped land should reflect the capacity <br /> of the land, considering limits on development posed by factors <br /> such as flood hazards, steep slopes, soils, and University Lake <br /> Watershed protection. We allow a modest increase in density <br /> where other goals are met, particularly housing goals: such as <br /> a mixture of housing styles---single-family large lot, single-family <br /> small lot, multi-family ground unit, multi-family non-ground unit, <br /> multi-family four story. <br /> 2. On the other hand, we desire to continue to foster a policy of <br /> high density with limited access on land within 500 feet of <br /> arterials. <br /> This tract has a density capacity under our proposed natural constraint <br /> system of four to five units per acre. Since it is in a corridor for a future <br /> arterial , we hope that the development would utilize at least this density, <br /> hopefully more. <br /> On the other hand, we realize that because of the proximity of this site <br /> to the school , there may be some need to restraint the intensity of develop- <br /> ment here. <br /> To the extent that this zoning would increase the density on the tract we <br /> support the petition. We are concerned that a conventional subdivision may be <br /> inappropriate because of steep slopes on a significant portion of the tract. <br /> We would encourage the use of a PUD style of development. We would encourage <br /> the County to consider developing cluster provision for development and to <br /> provide incentives for its use. <br />
