00063 <br /> REQUEST FOR REZONING <br /> Subject Property; A 49. 17 acre parcel of land, part of a 64. 11 acre <br /> tract belonging to the heirs of John Duncan and lo- <br /> cated on Homestead Road in Chapel HiII Township, <br /> Orange County, North Carolina. - <br /> Applicant: _ Piedmont Atlantic, Inc. <br /> Dale Redfoot, president, 383-8354 <br /> Buz Lloyd, secretary, 967-9948 <br /> I-C Riverbirch Road <br /> Durham, North Carolina <br /> Date: January 17, 1986 <br /> STATEMENT OF JUSTIFICATION <br /> Changed Conditions <br /> The rapid growth of the Research Triangle area particularly including Cha- <br /> pel Hill combined with the recent tendency towards construction of primarily <br /> multi-family housing in and around Chapel Hill and Carrboro has left the <br /> southeastern Orange County area with an acute shortage of land developed <br /> for the construction of single family homes. The construction of Interstate <br /> 40 through Orange County has further heightened population growth in the area <br /> and particularly in the area north. of Chapel Hill and Carrboro. Rezoning <br /> this tract of land to densities allowing construction of approximately two <br /> units per acre will aid in easing the shortage of land developable for sin- <br /> gle family housing in this area. <br /> Land Use Plan <br /> Approximately 15% of this tract lies within the "Ten Year Transitional" <br /> area:of the existing Land Use Plan. The proposed amended Land Use Plan <br /> redefines this same area as: "Urban Residential". The balance of the tract <br /> lies in the area described as "Twenty Year Transitional" and "Suburban Re- <br /> sidential" by the two plans respectively. Residential development at the <br /> density of approximately two units per acre is an appropriate density of use <br /> for this area in the light of both the existing and proposed Land Use Plans; <br /> this, usage will provide the desired transition between urban and rural land <br /> use densities as called for in the proposed Joint Planning Land Use Plan. <br /> Zoning Ordinance Criteria <br /> With regard to Section 4.2.3 of the Oragne County Zoning Ordinance, this <br /> tract satisfies the listed criteria as follows; <br />
