Replaces the requirements that mobile <br /> homes be elevated only on fill or on a specified piling <br /> system with general requirements that the lowest floor of <br /> the mobile home be elevated to or above the base flood <br /> elevation. This change allows for the use of other elevation <br /> techniques as provided for in the FEMA manual "Manufactured <br /> Home Installation in Flood Hazard Areas ." If you do not <br /> wish to allow the use of these other elevation techniques, <br /> no ordinance changes are required. <br /> 4 . Communities with FIRMs on which Zones V, VE, or V1-30 ( coastal <br /> high hazard areas ) have been identified. <br /> a. Changes in items 2 and 3 above . <br /> b. §60 .3(e) (2) . Replaces a requirement that the community <br /> obtain the elevation of the top surface of the lowest floor <br /> of all new and substantially improved structures in Zones <br /> V, VE, and V1-30 with a requirement that the elevation of <br /> the bottom of the lowest structural member of the lowest <br /> floor be obtained instead. ' This change makes §60 .3 ( e ) ( 2) <br /> consistent with the elevation requirement §60 .3(e ) ( 4 ) . You <br /> should make this change if you have not already done so. <br /> c. 560.3(e) (4 ) . Modifies the requirement in the current <br /> regulations that a registered engineer or architect certify <br /> that new or substantially improved V-Zone construction is <br /> securely anchored to adequately anchored pilings or columns <br /> in order to withstand velocity waters and hurricane wave <br /> wash. The revised provision in the Final Rule reorganizes <br /> and clarifies the basic elevation requirement of this <br /> section and modifies the language of the certification <br /> required by a registered professional engineer or architect . <br /> If your ordinances contain provisions that meet the current <br /> requirement, you do not need to amend your ordinance . <br /> However, engineers and architects have indicated a reluctance <br /> to make the as built certification required by the current <br /> regulation. As a result, FEMA recommends that you incorporate <br /> the revised language in your ordinance. <br /> d . §60 .3(e) (5 ) .
