01 79 <br /> SUMMARY OF CHANGES TO NATIONAL FLOOD INSURANCE PROGRAM <br /> FLOODPLAIN MANAGEMENT CRITERIA CONTAINED IN THE <br /> SEPTEMBER 4, 1985 FINAL RULE <br /> Changes to NFIP criteria by type of community: <br /> 1 . Communities without Flood Hazard Boundary Maps ( FHBMs ) or Flood <br /> Insurance Rate Maps ( FIRMS ) . <br /> -No Changes. <br /> 2 . Communities with FHBMs or FIRMS . <br /> a. §60 .3(b) ( 5 ) . Deletes "For the purpose of the determination <br /> of applicable flood insurance risk premium rates" from the <br /> requirement that communities obtain the elevation of the <br /> lowest floor of new and substantially improved structures <br /> in flood hazard areas . Lowest floor elevations must be <br /> obtained in order to enforce local floodplain management <br /> regulations . Communities should already have this <br /> requirement in their ordinances or administrative procedures <br /> and no changes should be necessary. <br /> b. §60 .3(b) ( 8 ) . Replaces the specific mobile home tiedown <br /> requirement in the current NFIP criteria with a general <br /> performance standard. Mobile homes must now be elevated <br /> and anchored to prevent flotation, collapse , and lateral <br /> movement . Use of over-the-top or frame ties will continue <br /> to be acceptable and you need not change your ordinances . <br /> However, FEMA believes that there are other anchoring <br /> techniques that are more effective or as effective in <br /> resisting flood forces as over-the-top or frame ties . <br /> FEMA' s manual , "Manufactured Home Installation in Flood <br /> Hazard Areas, " published in September 1985 provides guidance <br /> on these other anchoring techniques . <br /> 3 . Communities with FIRMS where base flood elevations have been <br /> established. <br /> a . Changes in item 2 above . <br /> b . §60.3( c ) (4 ) . Modifies the current requirement that for <br /> floodproofed nonresidential construction, a registered <br /> professional engineer or architect certify that the flood- <br /> proofing methods used are adequate to withstand flood <br /> forces associated with the base flood. This requirement <br /> has been modified to be consistent with revised language at <br /> §60 .3(e ) ( 4 ) for Zones V1-30 . Although FEMA regards this new <br />
