Bragg <br /> inistrator <br /> decal Insurance Administration <br /> SUBJECT Revisions to National Flood Insurance <br /> Program Floodplain Management Criteria <br /> On September 4 , 1985 , the Federal Emergency Management Agency ( FEMA) <br /> published a Final Rule in the Federal Register which revises National <br /> Flood Insurance Program (NFIP) floodplain management criteria (copy <br /> attached ) . I appreciate the many comments provided by communities <br /> on the Proposed Rule, which was forwarded to you on April 23 , 1985 . <br /> Many of these comments have been incorporated into the Final Rule <br /> and others will be considered in the future . <br /> The Final Rule revisions become effective on January 1 , 1986 . In <br /> accordance with §60 .7 of NFIP criteria, eligible communities Generally <br /> have six months from the effective date of a regulation to revise <br /> their floodplain management measures to comply with that new <br /> regulation. However, because provisions in the Final Rule are <br /> either as restrictive or less restrictive than the current <br /> requirements which they replace, no further action is required by <br /> you if your ordinance is already fully compliant with NFIP criteria. <br /> You should review your floodplain management measures to ensure <br /> that all provisions that have been revised in the Final Rule are <br /> already covered in your existing ordinances . If one or more <br /> provisions are not contained in your existing ordinances , you must <br /> amend your floodplain management measures to incorporate the revised <br /> provisions in the Final Rule and submit your amended ordinances <br /> to the FEMA Regional Office responsible for your State by <br /> July 1 , 1986 (see attached list) . <br /> FEMA regards these changes in the Final Rule as significant <br /> clarifications or improvements over the provisions that they replace . <br /> Many were intended to address problems that communities have <br /> identified in administering their floodplain management measures . <br /> This is particularly true of the changes in §60 .3 (e) which apply to <br /> communities with V-zones ( coastal high hazard areas ) designated on <br /> their Flood Insurance.
