sfi.i/Lelipy 7/— 3 /9 --/e7 0 13 4 <br /> PROPOSED ZONING ORDINANCE TEXT AMENDMENT <br /> ARTICLE 5 .1 .1 SCHEDULE FOR RESIDENTIAL DEVELOPMENT <br /> (REQUIRED MINIMUM RECREATION SPACE RATIO) <br /> ISSUE : Section IV—B-7—b of the Subdivision Regulations is a <br /> proposed amendment which would require the dedication (or <br /> provision) of recreation facilities or a payment in lieu . <br /> The proposed amendment contains a formula for the <br /> computation of required recreation and/or open space <br /> area . <br /> S .F . = 'N x P x R <br /> Where S .F . = Area , in square feet , of the Land <br /> required to be dedicated (or provided) for <br /> recreation and/or open space purposes . <br /> N = Number of lots or dwelling units <br /> proposed in the subdivision . <br /> P = Average family size according to the <br /> latest decennial census for the township in <br /> which the subdivision is located . <br /> R = A ratio equivalent to 0 .01050 or 10 .50 <br /> acres of developed recreation area or open <br /> space per 1 ,000 population recommended by <br /> the National Recreation and Parks <br /> Association (NRPA) as the standard for the <br /> establishment of a "core" system of <br /> parklands . <br /> The proposed amendment requires parklands based on the <br /> application of the formula or "by application of the <br /> provisions of Article 5 .1 .1 (Required Minimum Recreation <br /> Space Ratio) and Article 6 .12 ( Land Use Intensity System) <br /> of the Orange County Zoning Ordinance , whichever results <br /> in the greater amount . " <br /> Application of the two standards ( see attached <br /> comparison ) indicates that the formula will consistently <br /> result in the greater amount . An amendment to Article <br /> 5 .1 .1 Schedule For Residential Development is necessary <br /> to adjust the required minimum Recreatio Space Ratio <br /> (RSR) to match the formula results . Specifically , the <br /> provisions for lot—by--Lot application of the RSR must be <br /> amended and adjustments made to accommodate Planned <br /> Developments (1 and 2) . <br /> EXISTING ORDINANCE : <br /> ARTICLE 5 . 1 . 1 SCHEDULE FOR RESIDENTIAL DEVELOPMENT <br />
