00108 <br /> DRAFT AMENDMENTS <br /> ISSUE STATEMENT : <br /> On November 4, 1985 the Board of County Commissioners <br /> approved an Ordinance to Provide for the Control of Massage <br /> and Massage Establishments . The following amendments would <br /> provide for consistency in the provisions of the Orange <br /> County Zoning Ordinance and the massage ordinance . <br /> DRAFT AMENDMENTS- TO ARTICLE 22 DEFINITIONS <br /> REVISE Adult Uses . An establishment which has a <br /> substantial or significant portion of its stock in <br /> trade in books, magazines or other periodicals and <br /> which excludes minors by reason of age . <br /> to read <br /> Adult Uses . An establishment which has a majority <br /> of its business which excludes minors by reason of <br /> age because of the sexually explicit nature of the <br /> material . Such establishments include , but are not <br /> limited to , adult bookstores , adult theaters <br /> (drive—in , picture and mini —picture) , adult cabaret <br /> etc . <br /> DELETE "adult bookstore" , "adult picture theater" , "adult <br /> mini —picture theater" , "adult cabaret" and "adult <br /> massage parlour" <br /> ADD Health Services . Establishments of licensed <br /> practioners , or licensed persons independently <br /> practicing a profession , primarily engaged in <br /> rendering medical , surgical and other health <br /> related and allied personal care services in the <br /> health field ( e .g . physicians , physical <br /> therapists) . <br /> Massage . The manipulation of body muscle or tissue <br /> by rubbing , stroking , kneading , or tapping , applied <br /> by hand , arm , foot or mechanical device. <br /> Massage Business . Any establishment or business <br /> wherein massage is practiced , including <br /> establishments commonly known as health clubs , <br /> physical culture studios , massage studios and <br /> massage parlours . <br /> Massage , Business Of .
