Procedural changes would occur for <br /> amendments to the Zoning Ordinance text . No time Limits would be <br /> placed on the Planning Department and Planning Board for <br /> consideration of a proposed Zoning Ordinance text amendment prior <br /> to a public hearing . This would allow adequate time for <br /> consideration of a proposed text amendment within the framework <br /> of the Planning Department 's work program . <br /> EXISTING ORDINANCE PROVISION(S) : Both text and atlas amendments <br /> are treated in the same manner when submitted by a citizen . Such <br /> applications are scheduled for the next regular public hearing , <br /> subject to Board of Commissioner approval of the advertisement . <br /> The Zoning Officer must make an analysis of the application <br /> within 30 days and submit a recommendation to the Planning Board <br /> and Board of Commissioners . The application must be submitted to <br /> the Planning Board at its first regular meeting after the <br /> expiration of the 30—day period . (See attached Articles 20 .3 and <br /> 20 .4 — Existing Provisions) . <br /> PROPOSED AMENDMENT(S) : The proposed amendment would retain the <br /> same time limits for atlas amendments proposed by citizens . No <br /> such time limits would apply to proposed text amendments <br /> submitted by citizens . Such amendments often require <br /> considerable study and the imposition of a 30—day review period <br /> does not allow adequate consideration by the Planning Department <br /> and Planning Board . Such amendments are also disruptive of the <br /> work program unless incorporated therein . The elimination of the <br /> 30—day time period within which the Zoning Officer must prepare a <br /> recommendation would result in well thought out proposals which <br />
