If <br /> added to current water demand (4.60 MOD) , the projected demand <br /> becomes 5 .41 MILD . <br /> As indicat',ed previously , the current safe yield (Lake <br /> Orange) is estimated at 2.2 MOD. With recommended improvements, <br /> the combined safe yield would increase to 3 .43 MGD . <br /> If additional provisions of the Manager ' s recommended <br /> policy statement are implemented , reductions in the water demand <br /> can be obtained . As a minimum, these might include the <br /> following : <br /> 1 . Development of Back—Up Sources <br /> Orange'—Alamance (Inter—Basin Transfer/Mebane) <0 .44 MGD <br /> Hillsborough (Inter—Basin Transfer/OWASA) <1 .60 MOD <br /> 2. Adjustment of In—Stream Flow Requirements <br /> Adjustment (NCDWR to Unadjusted) 0 .71 MGD <br /> With the above steps , a total reduction in water demand of <br /> 2.7.5 MGD could be accomplished . This would reduce demand in low <br /> flow periods to 2.66 MGD or below the combined safe yield of 3 .43 <br /> MOD for all three reservoirs . <br /> RECOMMENDATION, <br /> Until a polLicy decision is made, it is impossible for the <br /> Planning Staff to make an objective evaluation of the impact of <br /> Scotswood or other developments . The policy decision must <br /> address improvements to increase safe yields, maximum withdrawal <br /> rates and in—stream flow requirements in order to be able to <br /> develop staging plans for new developments. The preliminary <br /> analysis above, indicates that with implementation of the policy, <br /> sufficient water would be available to serve Scotswood plus other <br /> developments . IIt is recommended , however , that a staging plan <br /> for Scotswood Ibe approved to establish limits regarding the <br /> number of newt units to be connected to the Hillsborough water <br /> system over a ten—year period . This is the minimum amount of <br /> time projected for planning and construction of a new reservoir <br /> facility . A recommended phasing plan for Scotswood is to limit <br /> construction of residential units to a maximum of 25% of the <br /> total number (626) within a given 2-1/2 year period . <br />
