This proposed <br /> development would provide housing opportunities that would be <br /> preferable to septic tank-type subdivisions spread throughout the <br /> county. <br /> I also agree that the Grahams are outstanding citizens of <br /> Orange County and "if you can ' t trust the Grahams to play by the <br /> rules teii Orange County is really in for serious trouble . " <br /> However, our zoning ordinance does not permit us to consider fac- <br /> tors such as how long developers have owned property in Orange <br /> County or whether t:- e County Commissioners consider them to be <br /> good citizens . <br /> It is'1the Commissioners ' responsibility to determine that <br /> infrastructure needs are adequately addressed before this project <br /> is approved . 7r_ t^e case of water supply , the Town of <br /> Hillsborough , the Orange-Alamance Water Corporation, and the <br /> State ' s Waster Resources Section have yet to reconcile t eir an- <br /> derstan_di^g of the water supply situation in northern Orange <br /> County. It would be irresponsible for us to approve this project <br /> before reaching an accord on this matte= . <br /> Hillsborough does not , " thanks to former mayor Fred <br /> Cates . . . .have one of the best water sup_ of any town its size <br /> in the state . " If credit is due , it is for Hillsborough ' s water <br /> treatment ' plant which has a capacity of 3 million gallons per <br /> day .
