021 <br /> PROPOSED CHANGE IN THE CRITERIA FOR APPOINTMENT <br /> TO THE ORANGE COUNTY HEALTH AND MEDICAL CARE.ADVISORY COUNCIL <br /> II <br /> I. Current Criteria for Appointment by the Commissioners <br /> Section V of the Resolution which established the Health and Medical <br /> Care AdvisorylCouncil states that persons appointed to the Council by <br /> the Board of Commissioners shall be persons who are: "not employed, <br /> directly or indirectly, by any component of the health and medical care <br /> system; selected so as to balance representation by residence and socio- <br /> economic characteristics; willing to exert the necessary effort to deal <br /> effectively with the complexity and technicality of the medical care system." <br /> It is the strong feeling of current and past members of the Council that <br /> the limitation against appointment of persons who are employed by some com- <br /> ponent of thelhealth care system defeats the purpose of recruiting interested <br /> and informed citizens who meet the third criterion for Council membership (i.e. , <br /> "willing to exert the necessary effort. . ."). Accordingly, we propose the <br /> following modification in the criteria for_appointment, with the rationale <br /> for this changle discussed below. <br /> II. Proposed Change hange in the Qualifications for Council Membership <br /> Our proposal is to amend Section V of the resolution of establishment <br /> in the following way: sub-section (A) would state that "persons appointed <br /> shall be: limited to those without direct financial interest or position as <br /> an officer or director in any component of the health care system; except <br /> that a person whose sole involvement is as an employee shall be eligible. <br /> Such persons shall comprise no more than three of the nine members of the <br /> Council." Sub'i-sections (B) and (C) would remain as they are now. <br /> III. Reasons for the Proposed Change <br /> While those with a direct financial interest in some component of the <br /> health care system have the right to present their views tot_the Council, <br /> we recognize that a clear conflict exists between their private interests <br /> and the public responsibilities of a Council member. As currently stated, <br /> however, the exclusion of employees removes from consideration many able <br /> and dedicated people whose only financial interest in the health care <br /> system is employment. Their interests as employees are materially different <br /> from those of officers, owners, stockholders or directors. Exclusion of <br /> employees, who comprise a significant percentage of the Orange County work- <br /> force, greatly 1 limits the Council's ability to attract qualified people who <br /> can be effective members. <br /> The health care system is complex and rapidly changing. The county and <br /> this Council can derive great benefit from the active involvement of persons <br /> whose expertiseland interest are in health care, but who have no direct <br /> conflict of interest. Persons currently excluded who would be eligible for <br /> consideration by the commissioners include employees of local health care <br /> institutions and consultants to those institutions who are recognized experts <br /> in the health care field. <br />
