Needs Report Committee- prepare and submit to the <br /> County Commissioners as well as other interested <br /> parties an updated Needs Assessment Fteport for <br /> consideration in the upcoming local budoet process. <br /> The Committee is charged to do what is necessary <br /> (hold( a conference, public hearings, evaluate oast <br /> needs', assessment efforts, etc) to provide assistance <br /> to funding groups as to priority of needs/services, <br /> their' level and severity in our county. <br /> B. Service Delivery Committee- recommend ways to improve <br /> human, service delivery by maimiing resources, adopting <br /> cost effective measures. and increasing i nter--agency <br /> coordination. Areas likely to be e::plored by the <br /> committee are the present status of a centralized <br /> computer I/P Collection system and the local impact <br /> of the Gramm-Rudman-Hollings Balanced Budoet and <br /> • Emergency Deficit Control Act (PL 99-177) . <br /> C. Housing Action Committee- recommend ways to deal with <br /> the high priority housing needs of Orange County. The <br /> committee is establishing an inventory of resources <br /> and community efforts. <br /> D. Frogam Committee- recommend and arrange special <br /> community awareness programs for HSAC and the public. <br /> One major program being planned is on the Deficit <br /> Control Act. <br /> 3. HSAC News 'Ex change. To promote greater awareness of issues, <br /> programs, 'and agency changes, a HSAC newsletter will be <br /> prepared and distributed to the membership on a periodic <br /> basis (bi-imonthly) . If this communication effort is to <br /> be effective, all organizations must contribute noteworthy <br /> items. <br /> The success of the propose changes is vitally dependent of the <br /> active participation of the HSAC membership and the support of <br /> the County Commis_Sioners. Several key questions must be answered <br /> by the County Commissioners as to the future direction of HSAC: <br /> 1. After briefly reviewing the past Accomplishment and short- <br /> comings of HSAC. Should the mandated charge or its <br /> emphasis be changed ? <br /> 2. What future relationship (reporti np. etc) would the <br /> County CoMmissioners like to see with HSAC ? its relation- <br /> ship with the County Manager' s Office ? <br /> . What kinds of human service issues should HSAC be addressing <br /> to increase its relevance to the County Commissioners <br /> For example, joint plannig/funding efforts, prioritizing <br /> needs/servicee, housing alternatives. <br />
