Study and report on NEEDS and RESOURCES. <br /> HSAC has excelled in its efforts over the oast five years <br /> to identify and prioritize human service needs in Orange <br /> County to a lesser dsgree on resource/service identification. <br /> In 1981 HSAC (its Needs Assessment Subcommittee' submitted to <br /> the County Commissioners a Proposal for a Comprehensive Needs <br /> Assessment Process which met their approval . In 1982 the Needs <br /> Assessment Process was completed and a report was submitted <br /> to the County Commissioners. While the results were helpful <br /> the County Commissioners had difficulty utilizing the report <br /> (needs identification) in their policymakinq role such as <br /> service and funding priority setting. <br /> In 1982 HSAC fists Transportation Committee) completed an agency <br /> client transportation survey. Without a doubt. the survey <br /> indicated a need for more transportation to make human services <br /> accessible. especially in rural Orange County, and parti cul ar1 v <br /> among disadvantaged groups such as the •poor, the elderly and <br /> handicapped. <br /> Interestingly, in a 1984 HSAC member survey on priority work <br /> issues, the highest ranked items were PLANNING, and INFORMATION/ <br /> REFERRAL. This implies a need for a more effective and clearly <br /> defined community planning process. <br /> 4. Undertake STUDIES by request. <br /> In the past eix' years, the County Commissioners requested the HSAC <br /> to research two issues: ( 1 ) whether there was duplication of <br /> Women Organization's services and (2) ways to coordinate the. <br /> the Summer Youth Nutrition Program. The findings were no unnessary <br /> duplication of ,Women's services. HSAC recommended that Recreation <br /> Providers be given uo to $2000 who joinly plan the Youth Program. <br /> THE FUTURE OF HSACI <br /> The primary objective of HSAC for 1985-86 will be the treater <br /> involvement of its membership in identifying community needs in a <br /> systematic manner and recommending specific solutions. Naturally. <br /> this should be done where possible in cooperation with other key <br /> planning/coordinating groups such as the Association of Community <br /> Agencies (ACA) . the Human Services Advisory Boards of Chapel Hill <br /> and Carrboro. and the United Funds, <br /> To accomplish this HSAC objective, several changes are <br /> necessary. <br /> 1 . New Meeting Schedule. To give more time and emphasis to <br /> working committees, HSAC will meet bi-monthly. <br /> 2. New Committee Structure.
