2 2 L
PAST ACCOMPLISHMENTS AND SHORTCOMINGS
To gain a perspective on HSAC's past accomplihments as well as
its shortcomings, all major activities have been categorized under
the four specific Charges.
1. Advise the County Commissioners/others on PLANNING, EVALUATING
and COORDINATING human services,
Generally speaking, past accomplishments have been in the
area of COORDINATION and PLANNING recommendations for NEW
structures. However, HSAC' s weaknesses lie in its inability
to PLAN or EVALUATE the delivery of existing services. The
likely explanation is the reluctance of HSAC membership to
evaluate its member and non-member services. In most
cases, the advise/counsel was initiated by HSAC not by the
County Commissioners nor the County Manager's Office. Past
activities were:
1981-82 - HSAC (its Transportatin Committee) updated the
County Transportation Development Plan (1980-85) ,
recommending to County Commissioners ( 1 ) the
establishment of .a permanent Transportation Board,
and (2) the submission of coordinated transport-
ation applications for vehicle replacement.
Results; A County Transportation Board was created
to coordinate participating agency vehicles in the
TDP. The Dept. on Aging served as lead agency and
prepared applications funded far over $ 300,000
for new vehicles utilized through the Coordinated
Agency Transportation or CAT system.
1981-82 - HSAC (its Case Management Committee) researched
for several months the feasibility and issues of
a county wide case managment system.
Results: While no county system was developed,
individual agencies developed or expanded its
case management service such OPC Mental Health
Center and County Dept. on Aging,
1983-B4 - HSAC (its Housing Committee) identified substandard
housing issue and recommended the adoption of a
minimum housing standard ordinance for rental
property .
Results: Adoption of the Minimum Housing Ordinance
by the County Commissioners with enforcement
assigned to the Orange County Housing Authority.
1993-84 HSAC (its I/R Committee) identified the need for and
recommended the creation of a centralized computer
I/R Collection System with periodic updates.
Results: An I/R Steering Committee was established
by the County Manager for carrying out the tasks
necessary to produce a loose leaf directory. r,ard
