2 2 L <br /> PAST ACCOMPLISHMENTS AND SHORTCOMINGS <br /> To gain a perspective on HSAC's past accomplihments as well as <br /> its shortcomings, all major activities have been categorized under <br /> the four specific Charges. <br /> 1. Advise the County Commissioners/others on PLANNING, EVALUATING <br /> and COORDINATING human services, <br /> Generally speaking, past accomplishments have been in the <br /> area of COORDINATION and PLANNING recommendations for NEW <br /> structures. However, HSAC' s weaknesses lie in its inability <br /> to PLAN or EVALUATE the delivery of existing services. The <br /> likely explanation is the reluctance of HSAC membership to <br /> evaluate its member and non-member services. In most <br /> cases, the advise/counsel was initiated by HSAC not by the <br /> County Commissioners nor the County Manager's Office. Past <br /> activities were: <br /> 1981-82 - HSAC (its Transportatin Committee) updated the <br /> County Transportation Development Plan (1980-85) , <br /> recommending to County Commissioners ( 1 ) the <br /> establishment of .a permanent Transportation Board, <br /> and (2) the submission of coordinated transport- <br /> ation applications for vehicle replacement. <br /> Results; A County Transportation Board was created <br /> to coordinate participating agency vehicles in the <br /> TDP. The Dept. on Aging served as lead agency and <br /> prepared applications funded far over $ 300,000 <br /> for new vehicles utilized through the Coordinated <br /> Agency Transportation or CAT system. <br /> 1981-82 - HSAC (its Case Management Committee) researched <br /> for several months the feasibility and issues of <br /> a county wide case managment system. <br /> Results: While no county system was developed, <br /> individual agencies developed or expanded its <br /> case management service such OPC Mental Health <br /> Center and County Dept. on Aging, <br /> 1983-B4 - HSAC (its Housing Committee) identified substandard <br /> housing issue and recommended the adoption of a <br /> minimum housing standard ordinance for rental <br /> property . <br /> Results: Adoption of the Minimum Housing Ordinance <br /> by the County Commissioners with enforcement <br /> assigned to the Orange County Housing Authority. <br /> 1993-84 HSAC (its I/R Committee) identified the need for and <br /> recommended the creation of a centralized computer <br /> I/R Collection System with periodic updates. <br /> Results: An I/R Steering Committee was established <br /> by the County Manager for carrying out the tasks <br /> necessary to produce a loose leaf directory. r,ard <br />
