• <br /> 2 1 <br /> ORANGE COUNTY HUMAN SERVICES ADVISORY COMMISSION: ITS PAST & FUTURE <br /> A Report to the County Commissioners- 1979-85 <br /> by <br /> .erry M. Paesmore. HSAC Chair <br /> Established by County Commissioner resolution on February 5, 1979, <br /> the Orange County Human Service= Advisory Commission' s (HSAC) PURPOSE <br /> is "to plan for, evaluate, strengthen and coordinate the activities <br /> and functions of the many and varied human service efforts e::istino_ <br /> within Orange Count,. " The HSAC mandated CHARGE is to: <br /> 1. provide ADVICE to the Commissioners and other boards <br /> requesting help in PLANNING. EVALUATING, and COORDINATING <br /> the delivery of human services in such areas as ma:,imizina <br /> resources, promoting cost-effective approaches, and <br /> increasing inter-acaency coordination. <br /> 2. facilitate greater COMMUNICATION and COORDINATION among <br /> finders and service providers. <br /> 3. study and report on the human service NEEDS and RESOURCES. <br /> 4. undertake STUDIES resulting from special reouests by County <br /> Commissioners. <br /> To carry out HSAC' s purpose and specific responsibilities over <br /> the oast sir; years is a membership composed of a county commissioner, <br /> representatives from three municipal councils (Chapel Hill , Carrboro, <br /> Hillsborough) , members of two school boards, a representative from <br /> the United Fund, and twenty-four director/staff representatives from <br /> local human service Iagencies. HSAC has grown from an original twenty- <br /> one members to thirty-one. resulting from several small private non- <br /> Profit agencies being admitted to membership. Generally sneaking, <br /> the Commission structure and leadership has been ore-dominantly <br /> ❑aid agency staff. Only one HSAC chair has been a volunteer and only <br /> two have been elected from private non-profit agencies. The HSAC Chair- <br /> persons have been asl, follows: <br /> 1979 - Pegay', Pol l i tz er. United Fund of Chapel Hill-Carrborc <br /> 1980 - Peggv, Pollitzer, United Fund of Chapel Hill-Carrboro <br /> 1981 - Bill Baxter. OPC Mental Health Center <br /> 1982 - Keith'IAldridge, Interfaith Council <br /> 1983 - Jerry Robinson. County Health Department <br /> 1984 - Kathv', Moeller-Peiffer, County Public Library <br /> 1985 - Jerry' P•assmore, County Dept. on Aging <br /> A current HSAC Membership list is attached indicating organization <br /> name. representative; classification either member (M) . Alternate (A) , <br /> or Other (0) , and characteristics such as race, sex and whether paid <br /> or volunteer appointee. <br /> II <br />
