Political (Jurisdiction <br /> Counties of Durham and Orange <br /> II. Grant Recipient/Administrative Entity <br /> City of Durham <br /> III. Local Goals and Objectives _ <br /> The Job Training Partnership Act under the auspicies of the Central <br /> Piedmont Employment and Training Office will conduct programs during <br /> 1986-1987 to provide educational enhancement, occupational training and <br /> private sector employment opportunities to Durham and Orange County <br /> citizens. The program will provide these opportunities to the eligible <br /> unemployed and/or economically disadvantaged populace within the service <br /> delivery area within the confines of the federal law and prescribed <br /> regulations. <br /> The Service Delivery area will furnish training opportunities ranked <br /> among the highest annual job needs in the SDA. Skill instruction through <br /> classroom activity, employer-based training, remedial education, school <br /> dropout prevention assistance, job placement for offenders, job referral <br /> and job search direction will be the key resources utilized to attain <br /> planned goals. These endeavors have been targeted as viable methods to <br /> assist individuals in attaining marketable skills for -permanent, unsub- <br /> sidized jobs with sufficient wages and sound work conditions pursuant to <br /> the goals of JTPA. Fund expenditures also include vocational career and <br /> personal cunseling. <br /> The State's goals and objectives and the mandates of the Governor's <br /> Job Training policy under Executive Order 93 will be addressed by <br /> assertively pursuing and actively encouraging the cooperation of local <br /> employers, educational and training institutions, state agencies and <br /> social service deliverers in the planning and implementation of all program <br /> activities: Linkages of this nature will enhance the selection process of <br /> local employers by providing a larger, more competent and productive labor <br /> force. The SDA will focus on disadvantaged youth 16-21, high school drop- <br /> .: outs, public assistance recipients, offenders, the handicapped and <br /> disadvantaged adults as prime target groups in need of comprehensive <br /> services. <br />
