121 <br /> DRAFT PB MINUTES 2-4-86 Page 5 <br /> Jacobs noted that he attended the Hillsborough <br /> Commissioners ' meeting at which Seotswood was <br /> discussed and an attempt to total water usage was <br /> only made subsequent to Scotswood approval . <br /> Pilkey felt it was hard to get an accurate picture <br /> adding she was skeptical about Johnson' s figures <br /> and was concerned with new projects coming in. <br /> Shanklin noted everyone was concerned to varying <br /> degrees with raw water supply. <br /> Kramer suggestion a narrower interpretation of the <br /> issue given the acceptance of past letters of <br /> approval from the Town. <br /> Margison suggested there was testimony that the <br /> Board may not have the true picture. <br /> Collins clarified his statement in the memorandum <br /> regarding the lack of information to make an <br /> objective statement as being specifically related <br /> to the staging plan and solutions proposed to <br /> address the availability issue. <br /> VOTE: 4 in favor - Shanklin, Yuhasz , Walters , Kramer <br /> 4 opposed - Pilkey, Margison, Jacobs , Best <br /> MOTION: Shanklin moved a positive finding on 8. 2.4 b) . <br /> Pilkey seconded the motion. <br /> VOTE: 7 in favor. <br /> 1 opposed - Best . <br /> Best expressed concern with the need for increased <br /> services. <br /> MOTION: Shanklin moved a positive finding on 8.2. 4 c) <br /> Yuhasz seconded the motion. <br /> Best cited accident reports and suggested that <br /> improvements to the roads would not necessarily <br /> make the roads safe . <br /> Walters suggested road improvements at Cameron Park <br /> School . <br /> Shanklin felt the applicant should not be held <br /> responsible for a design flaw at the intersection <br /> of St . Mary' s and US 70 given the acute angle at <br /> the crossing. He expressed a concern with the lack <br /> of NCDOT' s action prior to a problem reaching a <br /> severe level . <br />
