Yuhasz <br /> seconded the motion. <br /> VOTE: Unanimous <br /> MOTION: Shanklin moved positive finding on 8. 2.4 a) . <br /> Yuhasz seconded the motion. <br /> Best noted the issue of water availability is a <br /> volatile area of discussion and that he was not <br /> satisfied with its availability based on the <br /> Manager ' s report . <br /> Yuhasz cited the evidence given by the Water <br /> Commissioner who stated the Town had the ability to <br /> serve the site. <br /> Margison questioned how to resolve the two sets of <br /> facts. <br /> Yuhasz suggested the Manager ' s report was based on <br /> a hypothetical situation while Johnson' s was based <br /> on daily exposure to the situation on which to make <br /> judgements . <br /> Kramer asked if a letter was received from <br /> Hillsborough . Smith responded yes , citing Town <br /> Board action. Margison asked if this decision was <br /> made with awareness of other projects . Smith <br /> responded they had considered this project while <br /> considering three other major projects . <br /> Best cited a statement from Collins ' memorandum. <br /> Walters noted Hillsborough controls extensions and <br /> in the absence of a northern Orange County policy <br /> it is hard to say there would not be enough water <br /> if improvements were made. He added that other <br /> projects are being approved by the Town for water <br /> extension. <br /> Kramer raised the question of fairness citing that <br /> letters from Hillsborough had been accepted for <br /> past projects . <br />
