Larry Messner stated that <br /> he felt the third Lane would be added at the same <br /> time that the traffic Light became necessary. <br /> Weisner also noted that prior to construction of I- <br /> 85, US 70 traffic was worse than what is estimated <br /> to result from this project when fully built—out. <br /> He continued that phasing the development , in <br /> addition to the ongoing state thoroughfare planning <br /> process, helps future needs to be met through <br /> review of the Scotswood development plan. The <br /> Scotswood project is now known and incorporated as <br /> part of the state planning process. <br /> Willhoit asked that Meisner submit the data on the <br /> traffic counts cited prior to construction of 1-85. <br /> This information is included on page of these <br /> minutes . <br /> McAdams noted the provision of the two additional <br /> acres of recreation area . <br /> Marshall inquired . about the process for planting <br /> new and maintaining the existing vegetation. Marshall <br /> asked that this be added as a condition of <br /> approval . <br /> Best asked about the change in the staff condition <br /> regarding the traffic light . McAdams continued <br /> that NCOOT does not want individuals installing the <br /> traffic Lights . Best inquired if they would accept <br /> payment for the traffic light . He responded that <br />
